While the Quiet Council is the recognized ruling authority on Krakoa, when there is a state-related excursion -- or in times of conflict or war -- the great captains of Krakoa assume the responsibility of defending the state.
In the field, a captain has total control. Among the captains, the captain commander is considered first among equals.
